Meet the Team
Mara is an Economist and Decision Analyst by background and holds degrees from Bocconi University in Milan and the London School of Economics and Political Science. Her research is motivated by a desire to improve decision making in government, with a special interest and extensive expertise in the field of healthcare. Mara is one of the lead developers of the STAR toolkit, a socio-technical approach sponsored by the Health Foundation to improve resource allocation in healthcare organizations.
Jo has worked in and around public services in the UK and overseas for over 30 years. Initially an NHS Manager working mainly around mental health services, she went on to be part of the Deloitte Public sector consulting practice and then to develop new services and markets for major providers of services to the public sector.
Andreea joined the Government Outcomes (GO) Lab in November 2016. She leads on the delivery of the practitioner-focused work of the GO Lab. As such, she works closely with local commissioners and other stakeholders across the public, private and academic sectors to help commissioners build internal capacity to engage with new models of commissioning public services.
Eleanor is a postdoctoral research fellow at the Government Outcomes Lab. Her research focuses on innovations in social policy and outcomes-based commissioning. She joined the Blavatnik School of Government in 2016 having previously studied at the Universities of Cambridge and Sheffield.
Clare joined the Government Outcomes (GO) Lab in March of 2017 having completed her Ph.D. and Master’s in Public Administration from North Carolina State University in 2016 and 2013 respectively. Her research focuses largely on performance measurement and management, information use in decision-making, innovation studies, and networks.
Robbie joined the Government Outcomes (GO) Lab in February 2016. Prior to joining the project, he completed an MSc (with distinction) in Latin American Politics at the UCL Institute of the Americas where he focussed upon human rights and democratisation. He has previously worked in market research and the NGO sector. As Project Assistant Robbie provides varied forms of support to the GO Lab team and other stakeholders.

Roger leads on Commissioner Advisory Services for Triodos Bank NV Corporate Finance who have supported the development and structuring of many of the Social Impact Bonds now operating in the UK.
Tom is a Non-Executive Director of CSSL Ltd, which delivers the Essex social impact bond. He is currently establishing a spin out mutual company to deliver evidence based interventions for young people and families in Cambridgeshire.
Daria is a Strategy and Market Development Director at Big Society Capital where she has been since 2012. She leads BSC's strategy on the use of social investment to pump prime outcome based commissioning through mechanisms such as Social Impact Bonds.
Chris is Co-Director of Leading Communities. His work focuses on leadership and change in complex systems with a particular interest in applying and adapting insights from social movements and adaptive leadership.
Andrew is a Partner, and the Head of Social Impact Bonds at Bridges Ventures. Bridges manages the world’s first Fund dedicated to investing into Social Impact Bonds, and has invested into 15 SIBs so far.
Jenny North is Director of Policy & Strategy at Impetus-PEF and leads on sharing learnings on how organisations can get better at reliably and consistently producing meaningful outcomes for those that need them.
Kathryn Perera is Head of Transformation at Horizons Group, NHS England. She has worked across law, politics, campaigning and social enterprise, converting theory into practical outcomes with system-wide impact.
David is an independent consultant working in health and social care with expertise in finance, service operations, public service markets and commissioning structures. He is chair of four SIB SPVs, a CIC, and trustee of a charity.
Domingos Soares Farinho is a public law professor and lawyer with a deep interest in the relationship between public, private and third sectors and the combined ways of public interest and social impact delivery.
