Domingos Soares Farinho
Domingos Soares Farinho is a public law professor and lawyer with a deep interest in the relationship between public, private and third sectors and the combined ways of public interest and social impact delivery.
As a professor at the University of Lisbon School of Law and fellow of its Centre for Research in Public Law he presently coordinates two projects: “Evaluation methodology of good governance models in Public Administration” and “Permanent Observatory of Public Administration”. His main areas of research interest are Administrative Law & Governance, in particular developing evaluative methodologies of public services’ performances, and Public-Social Partnerships, in particular Social Impact Bonds, with a special emphasis on public procurement.
He has written extensively on Social Enterprises, Social Impact Bonds and the role of Foundations in Public Commissioning. He has a Ph.D in Law with a thesis on Foundations and Public Interest.
