Evaluate the impact of the service to evidence impact and value of the new service.

Main Activities

Commissioner to engage an independent party to determine whether the service has delivered better value and impact than the counterfactual. 

Key Considerations

  • Consider whether outcomes can be attributed to the service in the proportion assumed in the business case.
  • Look at the impact of the form of commissioning, as well as the impact of the intervention.
  • Evaluate the theory of change to determine whether the assumptions made about the impact of the methods used in the service proved correct.
  • Compare the results against the project counterfactual and where possible, the same services delivered through a different contractual framework, or internally.
  • Compare results where possible with similar outcome contracts.
