About Graham
Graham is a Policy and Project Officer at Norfolk County Council. His role is specifically focused on social investment. As part of the council's external funding team within the economic development department, Graham is the operational lead for the development of social investment and social impact bonds across the Council. As such, his role at the Council is to:
- Develop and implement council, county and regional social investment projects.
- Review social investment policies, literature and opportunities to ensure best practice to achieve county council strategic objectives on behalf of our communities.
- Provide guidance and support to council senior management, departments, and voluntary sector organisations, on best practice and capacity building. Development of multi-departmental, multi-stakeholder, multi-outcome projects
- Identify and engage strategic external stakeholders in government, academia, voluntary sector organisations and communities to build partnerships, influence policy, and ensure positive social impact enables individuals and communities
Prior to working for Norfolk County Council, Graham worked for an NGO in the USA as a policy advisor on homelessness.
Graham is the lead for the East of England SIB Knowledge Club.
