Joe is an internationally recognised expert in governance and institutional reforms. Between 2013 and 2017, he was the Director-General of the Bureau of Public Service Reforms in the Nigerian Presidency.
Before his appointment as Director-General, Joe led several development assistance programmes for the UK Government in Nigeria. Prior to returning to Nigeria from the United Kingdom in 2003, he was at the forefront of governance reforms in the UK from the Prime Minister’s Office of Public Service Reforms in the UK Cabinet Office. He is currently the Nigeria Country Director of DAI, a global development company that works with a wide range of clients, including national and local governments, bilateral and multilateral donors, private corporations, and philanthropies in more than 100 countries.
Joe qualified as a lawyer in Nigeria and the UK but has worked on issues of public governance for most of his working life. He holds a Ph.D. in Governance and Public Policy Analysis from Maastricht University in the Netherlands. He is the author of ‘Nigerians…in Theory’, a compilation of social media debates on Nigerian quirks and idiosyncrasies.
