Laura works as a Research Associate at the GO Lab. Her research has focused on outcomes funds as a mechanism into outcomes-based commissioning approaches. She is also working on international perspectives of social outcomes. 

She joined the GO Lab while completing the Master of Public Policy at the Blavatnik School of Government, as a Chevening scholar. Before coming to Oxford, she was working for the Colombian government as an advisor on the formulation and implementation of certain social policies on special populations, like elderly and homeless people, indigenous communities and victims of the armed conflict. She also gained experience working for private organisations, non-profit and research centres, where she has studied and worked on different issues like citizenship culture on poverty and financial management issues, inequality in basic education and victims of the armed conflict.

She studied political science at the Universidad Javeriana in Bogota, Colmbia and specialised on social evaluation of projects. She studied her postgraduate degree at the Universidad de los Andes, also in Bogota. She is interested in public management for more effective ways of developing public policies to reduce inequality and achieve better social outcomes in the delivery of public services.
