Paul provides advisory support on alliance development, outcomes-based contracting and social impact bond (SIB) commissioning, tendering and performance management. He is an associate consultant with the Institute of Public Care, as well as undertaking assignments in his own right. This builds on over 15 years’ experience in children and adult social care and health fields, and over 30 years’ worth of expertise across a range of sectors in developing and implementing redesigned value chains to improve outcomes, manage commercial risks, and reduce costs.
Paul was previously an Executive Director of Core Assets, an international children’s social care organisation, where he led on the development and securing of new large payment by results solutions, and in particular SIB opportunities. He secured and managed Core Assets’ SIB contracts with Birmingham City Council and North Somerset Council, and has also led similar bids in Australia and Canada.
Paul is currently a Public Governor of an specialist mental health and learning disabilities health trust and prior to this was a Governor of Newman University, Birmingham.
