Adriana Balducci

Head of Programme Development, Education Outcomes Fund

Adriana has been working over the past ten years in the education sector, having had experiences with donors, international organizations, delivery partners and academic institutions. She currently manages the skills-for-employment portfolio of programs at the Education Outcomes Fund, a global trust fund hosted by UNICEF and a centre of expertise in results-based financing mechanisms.

Prior to EOF, Adriana has led the UK Prosperity Fund on education & skills in Brazil, working in partnership with the Brazilian Government to support the national basic education reform, benefiting around 14M students and 60K teachers. She has also led the portfolio of programs at WISE-Qatar Foundation, launching its first international accelerator of edtech projects. Other previous experiences include a publication on the Role of Women in the African History at UNESCO, and a humanitarian experience with refugees at the UNHCR. Finally, she has also served as Adjunct Professor on International Relations at Sciences Po, France.

Siegrid Holler

Siegrid is a Partner and founding member of Instiglio. She directs Latin America’s strategy and the operations in the region. Siegrid also provides technical and strategic advice for key projects globally. As an example, she worked in the first Social Impact Bond ever implemented in a low- or middle-income country, in the first Outcomes Fund in Africa, and in a Performance-Based Grant of USD 300 million in Egypt. Her projects cover sectors such as education, poverty alleviation, early childhood development, workforce development, conversation and environment, health, and governance. Siegrid has advised governments, foundations, and non-profit organisations, as well as international development organisations such as the World Bank, the Interamerican Development Bank, and the Swiss, Canadian, and British Cooperation.

Claudia is a senior non-profit leader with over 19 years of experience across diverse social sectors, including alcohol and drug services, cancer support, child protection, youth development, refugee assistance, out-of-home care, and domestic violence prevention. She currently leads multidisciplinary teams of up to 60 staff delivering programs across New South Wales and Tasmania for 54 reasons, part of the Save the Children Australia Group.

Throughout her career, Claudia has played a pivotal role in program design, strategic development, evaluation, and implementation of innovative funding models such as social benefit bonds. Recognized as a thought leader in child protection, family restoration, and resilience, she has been instrumental in shaping outcome-driven approaches that strengthen families and improve social wellbeing.

Dr Mara Airoldi

Academic Co-Director, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Mara is the Academic Co-Director of the Government Outcomes Lab at the Blavatnik School of Government, University of Oxford.

Mara has two decades’ experience in connecting academic insights to decision making for social impact. She has provided input for decisions on Outcome funds and Outcomes Contracts in the UK, the EU, foundations, and international development agencies working in LMICs. In her previous posts she has worked with health policy makers and healthcare providers in the UK, Italy, Ontario and the Global Fund to fight Aids, Tuberculosis and Malaria as well as policy makers at the Home Office, the Department for Environment, Food and Rural Affairs and the Office of the Deputy Prime minister in the UK.

Mara is an economist and experienced decision modeller with an interest in impact metrics and the use of data to inform better decisions. She is particularly passionate about the ways in which governments can work with the private and non-for-profit sector to accelerate progress towards shared goals. She loves making sense of data and currently works on nurturing the INDIGO data collaborative.
