Louise Albertyn

Senior Associate: Learning and Engagement, Education Outomes Fund

Louise Albertyn has over 15 years of experience in education, spanning early childhood development through adult learning, with both South African and global exposure. At the Education Outcomes Fund, as a Senior Associate in the Learning and Engagement team, she focuses on community building and capacity strengthening at the intersection of Outcomes-Based Financing (OBF) and Early Childhood Care and Education (ECCE). Her leadership experience includes the Bertha Centre for Social Innovation, located at the University of Cape Town's Graduate School of Business, focusing on innovative education models and pathways to employment. She has also supported projects in diagnosing learning deficits. Louise holds qualifications from the University of Cape Town, including a Postgraduate Certificate in Education and a Bachelor of Arts. Louise is dedicated to fostering partnerships and evidence-based strategies for sustainable educational change.

Siegrid Holler

Partner and founding member, Instiglio

Siegrid is a Partner and founding member of Instiglio. She directs Latin America’s strategy and the operations in the region. Siegrid also provides technical and strategic advice for key projects globally. As an example, she worked in the first Social Impact Bond ever implemented in a low- or middle-income country, in the first Outcomes Fund in Africa, and in a Performance-Based Grant of USD 300 million in Egypt. Her projects cover sectors such as education, poverty alleviation, early childhood development, workforce development, conversation and environment, health, and governance. Siegrid has advised governments, foundations, and non-profit organisations, as well as international development organisations such as the World Bank, the Interamerican Development Bank, and the Swiss, Canadian, and British Cooperation.

Dr Mara Airoldi

Academic Co-Director, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Mara is the Academic Co-Director of the Government Outcomes Lab at the Blavatnik School of Government, University of Oxford.

Mara has two decades’ experience in connecting academic insights to decision making for social impact. She has provided input for decisions on Outcome funds and Outcomes Contracts in the UK, the EU, foundations, and international development agencies working in LMICs. In her previous posts she has worked with health policy makers and healthcare providers in the UK, Italy, Ontario and the Global Fund to fight Aids, Tuberculosis and Malaria as well as policy makers at the Home Office, the Department for Environment, Food and Rural Affairs and the Office of the Deputy Prime minister in the UK.

Mara is an economist and experienced decision modeller with an interest in impact metrics and the use of data to inform better decisions. She is particularly passionate about the ways in which governments can work with the private and non-for-profit sector to accelerate progress towards shared goals. She loves making sense of data and currently works on nurturing the INDIGO data collaborative.
