Adriana Balducci

Head of Programme Development, Education Outcomes Fund

Adriana is a global education practitioner with over fifteen years of experience spanning donors, international organizations, implementing partners, and academic institutions. She currently serves as Head of Program Development at the Education Outcomes Fund (EOF). In this role, she leads the design and development of large-scale programs in early childhood care and education (ECCE), basic education, and skills for employment, ensuring that funding translates into measurable improvements in learning and workforce outcomes.

Prior to joining EOF, Adriana led the UK Prosperity Fund’s Education & Skills portfolio in Brazil, working closely with the Brazilian Government to drive national education reform. She also oversaw the WISE-Qatar Foundation’s global education initiatives, shaping strategic programs that foster innovation and policy transformation. Adriana’s contributions to the field extend to academia and international policy development. She co-authored a UNESCO publication on the Role of Women in African History, launched a high-level policy dialogue on South-South Cooperation between the Brazilian Ministry of Education and UNESCO, and served as an Adjunct Professor of International Relations at Sciences Po, France.

Siegrid is a Partner and Founding Member of Instiglio, leading its work in Latin America and the Caribbean. With over a decade of experience, she has designed results-based financing (RBF) mechanisms and performance management projects across 15+ countries. She has led teams in pioneering RBF initiatives, including the first Social Impact Bond in a low- or middle-income country (Colombia) and a $300 million Performance-Based Intergovernmental Transfer system in Egypt. Her expertise spans early childhood development, education, health, workforce development, governance, and conservation. She works with governments, multilaterals, and donors to enhance the impact of development programs through outcomes-based approaches.

Claudia is a senior non-profit leader with over 19 years of experience across diverse social sectors, including alcohol and drug services, cancer support, child protection, youth development, refugee assistance, out-of-home care, and domestic violence prevention. She currently leads multidisciplinary teams of up to 60 staff delivering programs across New South Wales and Tasmania for 54 reasons, part of the Save the Children Australia Group.

Throughout her career, Claudia has played a pivotal role in program design, strategic development, evaluation, and implementation of innovative funding models such as social benefit bonds. Recognized as a thought leader in child protection, family restoration, and resilience, she has been instrumental in shaping outcome-driven approaches that strengthen families and improve social wellbeing.

Mara Airoldi

Social Innovation and Public Sector Lead, Schwab Foundation for Social Entrepreneurship

Mara works on shaping the public sector strategy at the Schwab Foundation for Social Enterprise, focusing on engaging public social innovators, strengthening government partnerships, and advancing public-private collaboration. She also supports the use of data to help stakeholders learn from shared experiences.

Previously, she was Academic Co-Director of the Government Outcomes Lab at the University of Oxford. With two decades of experience, she specialises in applying academic insights to decision-making for social impact, particularly in outcomes-based funding across governments, foundations, and international development.

She is an experienced decision modeller with a strong interest in impact metrics and data-driven decision-making.
