Siegrid Holler

Partner and founding member, Instiglio

Siegrid is a Partner and founding member of Instiglio. She directs Latin America’s strategy and the operations in the region. Siegrid also provides technical and strategic advice for key projects globally. As an example, she worked in the first Social Impact Bond ever implemented in a low- or middle-income country, in the first Outcomes Fund in Africa, and in a Performance-Based Grant of USD 300 million in Egypt. Her projects cover sectors such as education, poverty alleviation, early childhood development, workforce development, conversation and environment, health, and governance. Siegrid has advised governments, foundations, and non-profit organisations, as well as international development organisations such as the World Bank, the Interamerican Development Bank, and the Swiss, Canadian, and British Cooperation.

Martín Sabignoso

Senior advisor, Inter-American Development Bank

Dr. Martín Sabignoso is a health financing expert. He was Deputy Minister at the National Ministry of Health in Argentina (from December 2019 to February 2021). He is also senior advisor for the Inter-American Development Bank and consultant of the Department of Health Systems Governance and Financing of WHO on health system reforms, intergovernmental transfers, and strategic health purchasing schemes. Former CEO of Plan Nacer and Programa Sumar in Argentina, an innovative large-scale results-based financing health policy. In recent years, he has provided technical assistance in health financing reforms and health system strengthening to more than 20 countries including Uruguay, Mexico, Perú, Colombia, Panama, Honduras, Angola, Kenya, Tanzania, India, Indonesia, among others.

Maria Laura Tinelli

Maria Laura Tinelli

Director, Acrux Partners

María Laura Tinelli is the Director and Founder of Acrux Partners, an impact investment intermediary and market developer focused in South America. She founded and heads the Impact Investment National Advisory Board for Argentina, Uruguay and Paraguay. She is an Investment Committee Member for NXTP Impact Investment Fund in Latin America. Together with Social Finance UK, Acrux and the IADB has structured the first Social Impact Bond for Argentina in 2018, and is currently working on the second one. She currently serves as Impact Investment advisor to the UNPRI.

Dr Mara Airoldi

Academic Director, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Mara is an Economist and Decision Analyst and holds degrees from Bocconi University in Milan and the London School of Economics and Political Science. Her research is motivated by a desire to improve decision making in government, with a special interest and extensive expertise in the field of healthcare. Mara is one of the lead developers of the STAR toolkit, a socio-technical approach sponsored by the Health Foundation to improve resource allocation in healthcare organisations.

Mara has worked extensively with managers of the English and the Italian National Health Systems. She has also consulted for the Ministry of Health and Long-Term Care in Ontario (Canada), the Home Office, the Ministry of Defence and the (then) Department for Environment, Food and Rural Affairs in England, NATO and the Global Fund to fight Aids, Tuberculosis and Malaria.
