Performance and accountability during COVID-19: data sharing, monitoring and auditing in crisis contexts

In response to the global coronavirus outbreak, the GO Lab has launched a new peer learning group called Emergency Responses  and Government Outcomes (ERGO). This group will convene to take stock of the implications that emergency situations such as the current coronavirus pandemic have on those implementing outcomes-based approaches. 

Emergencies require governments to rethink the way they fund, steward and oversee public services. What is the right balance between granting providers discretion and flexibility without abandoning accountability mechanisms? How can public service providers anticipate and prepare for changes to ‘business as usual’ monitoring and auditing requirements? And, are there particular considerations for outcomes contracts? 

In this session, academics and practitioners will discuss how governments can pursue transparency and accountability during and recovering from the pandemic drawing on lessons from other emergency contexts and stimulus efforts.
