Overview

By definition, setting the right outcomes and measuring them effectively is one of the most important aspects of an outcomes-based contract.

Getting this right is even more important when it is a payment by results (PbR) contract or a social impact bond (SIB), because the achievement of at least some of the outcomes will determine how much is paid by commissioners to providers and/or investors, and the definition of outcomes directly affects whether commissioners achieve value for money from the contract.

About the session

This webinar session builds on the GO Lab guide on Setting and Measuring Outcomes and aims to help commissioners make good decisions about the choice of outcomes and associated measures to apply in a contract, and set sensible metrics or defined levels against which performance can be measured and payments made. It tackles issues such as:

  • Distinguishing between different types of outcomes and when it might be most appropriate to use them
  • Identifying the right outcomes and establishing how they will be measured
  • Individual versus cohort measurement of outcomes
  • How to improve outcomes specifications 
  • How to avoid or mitigate perverse incentives

Throughout the session we provide examples and case studies, and seek to offer practical advice to those currently developing SIB approaches.  

The webinar is chaired by Andreea Anastasiu from the GO Lab, with guest speakers Neil Stanworth, GO Lab Fellow of Practice & Director of ATQ Consultants and Clare FitzGerald, Research Fellow at the GO Lab.
