Phil Messere is a funding manager at TNLCF and is based in Newcastle upon Tyne. He has been working there for the last 20 years, including 11 years on Social investment and 9 working on three Social impact bonds programmes.
Prior to this Phil worked primarily in local government in London in education and committee services. During his time at TNLCF Phil has supported learning and evaluation aspects of a number of programmes, supporting project and programme evaluation and learning events. This has included, over the last 6 months, providing cover for the Commissioning Better Outcomes programme evaluation lead with respect to scoping and budgeting for external evaluation work and evaluation product development, including testing and validating content provided by the CBO external evaluators, Ecorys and ATQ.
