This report forms part of a wider Government Outcomes Lab research project, conducted in partnership with ShikshaLokam, exploring how governments and civil society can work together to support meaningful, community-led change in public services.

Focusing on Shikshagraha, a growing movement for improved public education across India, the report distils key lessons from its collaborative approach to reform. Shikshagraha brings together government, civil society, communities, teachers, donors, markets, and the media, making effective relationships between partners central to its success.

Using Shikshagraha as a case study, the report examines the benefits that state–society partnerships can bring to education reform, the conditions that enable productive collaboration, the challenges that can undermine it, and how those challenges might be addressed.
