The introductory guide to social outcomes contracting in the EU was published in the framework of the Social Outcomes Contracting Advisory Platform of the EIAH, in partnership with the Government Outcomes Lab, University of Oxford. It draws on practical advice and resources developed by the Government Outcomes Lab team as well as the latest data from our global impact bonds dataset.
This guide provides practical advice for policymakers, public sector officials, and other practitioners interested in the adoption of outcomes-based approaches, as well as examples from emergent practice across Europe. It also serves as a practical tool to consolidate the understanding of what social outcomes contracts are more generally and how they have been in used in practice.
