Mara

Dr Mara Airoldi

Academic Director, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Mara is an Economist and Decision Analyst and holds degrees from Bocconi University in Milan and the London School of Economics and Political Science. Her research is motivated by a desire to improve decision making in government, with a special interest and extensive expertise in the field of healthcare. Mara is one of the lead developers of the STAR toolkit, a socio-technical approach sponsored by the Health Foundation to improve resource allocation in healthcare organisations.

Mara has worked extensively with managers of the English and the Italian National Health Systems. She has also consulted for the Ministry of Health and Long-Term Care in Ontario (Canada), the Home Office, the Ministry of Defence and the (then) Department for Environment, Food and Rural Affairs in England, NATO and the Global Fund to fight Aids, Tuberculosis and Malaria.

María Laura Tinelli is the Director and Founder of Acrux Partners, an impact investment intermediary and market developer focused in South America. She founded and heads the Impact Investment National Advisory Board for Argentina, Uruguay and Paraguay. She is an Investment Committee Member for NXTP Impact Investment Fund in Latin America. Together with Social Finance UK, Acrux and the IADB has structured the first Social Impact Bond for Argentina in 2018, and is currently working on the second one. She currently serves as Impact Investment advisor to the UNPRI.

Daniel is the Managing Director of Fundación Corona, the third most admired civil society org. in Colombia, guided by the mission of contributing to capacity building to enhance social development, quality of life and equity in Colombia. Fundación Corona is the execution agency of the Social Impact Bond program SIBS.co in Colombia.

He earned a Bachelor of Engineering from Universidad de Los Andes and has experience in social investment banking and high impact entrepreneurship.

Marta is leading Social Finance’s work in Latin America, with a focus on Mexico, Brazil and Chile, and contributes more broadly to our international practice.

Marta brings a hybrid set of skills to Social Finance, with extensive private sector experience in strategy consulting (Boston Consulting Group) and commercial banking (Capital One Bank), and deep expertise supporting the growth, sustainability and impact-creation capabilities of non-profit organisations (UnLtd, The Bridgespan Group, Leaders’ Quest Foundation, Population Services International).

Marta is a Spanish national, though her career spans several countries and cultures, and is motivated by achieving tangible impact for beneficiaries. She is a Trustee of FPA, a UK-based sexual health charity.

Juliana Outes Velarde

Senior Data Steward, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Juliana works as a Data Steward the Government Outcomes Lab, where she supports the work of our International Network for Data on Impact and Governance Outcomes (INDIGO). She holds a degree in International Relations from the Catholic University of Argentina (UCA) and a Master on Politics, Big Data and Quantitative Methods at the University of Warwick.

Prior to joining the Government Outcomes Lab in April 2020, Juliana worked for different public entities from her home country, such as the government of the province of Salta and the former National Ministry of Modernisation. She is interested in how the provision of good quality data can help us evaluate the impact of public policies and improve them. As for her academic experience, Juliana was a research fellow for the Interdisciplinary Programme on Human Development and Social Inclusion of UCA.

Mayra Gramani

Programme Associate, Education Outcomes Fund

Mayra is a Programme Associate at the Education Outcomes Fund. She holds a degree in law from the University of São Paulo and is currently studying a Master in Public Policy at the Blavatnik School of Government, University of Oxford.

Before coming to Oxford, Mayra worked as a Professional Visitor at the Inter American Court of Human Rights, and then focused on working within the public sector to achieve greater social impact. She has also worked in São Paulo's City Hall and for the State Government, developing policies for engaging non-profit organisations on public services.
